Which Safety Standards Apply to Bassinets?
Bassinets and cradles are sleep products designed for infants from birth until they can push up on hands and knees or reach the weight limit (typically around 15-20 pounds). They have their own product-specific safety standard that addresses the unique hazards of smaller, often portable sleep spaces. Your CPC must reference the bassinet standard plus chemical safety requirements.
Bassinet Safety Standards
Standard Consumer Safety Specification for Bassinets and Cradles
This standard covers bassinets, cradles, and bedside sleepers. It sets requirements for structural integrity (side wall height, mattress support strength), stability (resistance to tipping when force is applied to the sides), mattress pad firmness and fit (no gaps larger than one-half inch between the pad and walls), mesh and fabric side panel strength, and entrapment hazards.
For rocking bassinets and cradles, the standard includes specific requirements for the rocking mechanism — it must have a way to lock in a stationary position, and the rocking arc must be limited to prevent tipping.
Safety Standard for Bassinets and Cradles
This is the mandatory federal regulation incorporating ASTM F2194. Your CPC should reference 16 CFR 1218 as the federal standard. Your test lab will test to the current version of ASTM F2194.
Chemical Safety Standards
Lead Content Limits (100 ppm)
Total lead in accessible components must not exceed 100 ppm. For bassinets, this includes the metal or wood frame, plastic connectors and trim, printed or coated fabric, and any hardware. The mattress pad material should also be evaluated if it has printed patterns or coatings.
Ban on Lead-Containing Paint (90 ppm)
Any painted or coated surface must comply with the 90 ppm lead paint limit. Wooden bassinets and cradles often have painted or stained finishes that require testing. Metal frame bassinets with powder coating also need lead paint compliance.
Phthalate Content Limits
Phthalate limits apply to soft plastic or vinyl components. For bassinets, this includes vinyl mattress covers, soft plastic trim, rubberized feet, and any waterproof liner made from PVC. Since infants mouth surfaces close to their face in a bassinet, phthalate compliance is especially important for the mattress pad cover and any surface within reach.
Common Mistakes with Bassinet CPCs
- Using crib standards instead of bassinet standards. Bassinets need ASTM F2194 / 16 CFR 1218, not the crib standards. These are different product categories with different testing requirements.
- Mattress pad firmness and fit failures. The mattress must be firm (not soft or pillow-like) and fit snugly with no gaps. This is a leading compliance failure point for bassinets.
- Overlooking the incline restriction. Bassinets must provide a flat sleep surface. Products with inclined sleep surfaces above the allowed angle do not comply with the bassinet standard and may fall under the separate infant sleep products rule.
- Missing phthalate testing on the mattress cover. Vinyl or PVC-coated mattress pads need phthalate testing. This is frequently overlooked because sellers focus on the structural testing.
